Legislative Chamber secretariat

Organizational, informational, financial and technical support to the activity of the Legislative Chamber, its bodies and deputies is carried out by the Staff (Secretariat) of the Legislative Chamber.

The structure, staff members, salary rates, financial and technical support to the Staff personnel, as well as the expenditure of the personnel are approved by the Speaker of the Legislative Chamber.

Labour relations of the Staff personnel of the Legislative Chamber do not depend on the term of legislature of the Chamber. The Staff of the Legislative Chamber is a legal entity. The order of its activity organization is defined by the Regulation approved by the Speaker of the Chamber.

The Staff started its activity in the Lower Chamber of the Parliament following the Resolution of the Legislative Chamber of April 7, 2005. The Staff of the Legislative Chamber performs its activity in compliance with the Constitution of the Republic of Uzbekistan, laws of the Republic of Uzbekistan, Resolutions of the Legislative Chamber and Kengash (Council), Orders of the Speaker of the Legislative Chamber and the Regulation on the Staff of the Legislative Chamber of the Oliy Majlis.

The main task of the Staff is to create conditions for the Chamber to carry out its constitutional functions, in other words, to provide organizational, informational, financial and technical support to the activity involved. The Staff of the lower chamber cooperates with the Cabinet of the President of the Republic of Uzbekistan, the Staff of the Senate of the Oliy Majlis, Cabinet of Ministers, bodies of executive, judicial and local state authorities. The Staff is a depoliticized body in the sense that no public associations, including political parties and religious organizations, can be formed within its structure, except for trade unions. The Staff is directly managed by the Speaker, Vice-speakers and Head of the Staff (Secretary General). The Staff of the Legislative Chamber is a legal entity which has its own bank settlement account and a stamp.

Department for Cooperation with Committees carries out organizational, methodical, informational, scientific and consultative support to the lawmaking activity of the committees; renders day-to-day assistance; provides assistance to the committees in different activities, in formation of working groups for drafting laws, in maintaining relations and establishing cooperation with public agencies and NGOs.

Legal Department carries out legal inspection of draft laws, resolution projects, statements, appeals, parliamentary inquiries and conclusions, participates in juridical and technical completion of the documents specified, law drafting for submission by the Senate of the Oliy Majlis, provides legal support for the sessions of the Legislative Chamber and its Kengash; on the instruction of the Administration of the Chamber and the Staff prepares reports on legal issues, appeals of the committees, responsible for preparation of draft laws, carries out the analysis of law drafts for compliance with the requirements of the juridical technique, performs monitoring and systematization of laws, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Government, establishes and generates the Legislative Act Database of the Republic of Uzbekistan, carries out information and reference activity with regards to the national legislation, participates in maintaining documental and legal database on the website of the Legislative Chamber of the Oliy Majlis, provides equal approach to juridical and technical adjustment of acts approved by the Legislative Chamber, participates in the improvement of legal competence of deputies and Staff members.

Monitoring and Information Department provides organizational, methodical, information and consultative services to the Committees in monitoring and analytical activities, summarizes the information submitted to the Staff of the Legislative Chamber on the activities of deputies in their election districts, prepares lists of deputies for publication and updates their biographical data, prepares documents on the issues related to the administrative and territorial changes, monitors citizens’ appeals submitted to the Legislative Chamber, controls their processing in relevant government bodies and other organizations, organizes receptions of citizens, analyses and summarizes citizens' appeals.

International Relations Department participates in drafting laws related to international relations, ratification or denunciation of international treaties and agreements, organizes receptions of foreign delegations, individual statesmen and politicians, diplomatic representatives of foreign countries and representatives of international organizations, provides protocol support for parliamentary delegations visits, international parliamentary activities (conferences, workshops, symposiums and etc.) with participation of the Legislative Chamber, provides deputies with information and reference materials on the issues of international relations.

Publication and Translation Department performs translation and editing of draft laws and other acts of the Legislative Chamber, maintains publication of the acts approved by the Legislative Chamber, monitors the application of regulated requirements by “Khalk Suzi” (“Peoples' voice”), “Nurly Zhol” (“Shiny way”), “Ovozi Tojik” (“Tadjik voice”) newspaper editorial bureaus, maintains relations with mass media, carries out the coverage of the activity of the Legislative Chamber and its bodies in periodical publications, on radio and TV.

General Department carries out registration and dispatching of the Legislative Chamber Acts, receives, registrates and dispatches correspondence, maintains document processing; takes minutes, verbatim and shorthand notes, as well as audio recordings of sessions in the Chamber and Kengash, maintains Archive database, organizes functioning of the library.

There might be sectors, groups and other structural units formed within the departments mentioned above. The Staff is supervised by Head of the Staff of the Legislative Chamber (Secretary General), who, along with his main functions, represents the Staff in relations with other institutions of state authority and coordinates the activity of the Staff structural units, organizes preparation of draft planning of activities of the Legislative Chamber and its Kengash, provides information and reference materials to the Administration, Committees, deputy unions, moderates cooperation of the Legislative Chamber with the Senate, organizes joint sessions of the two chambers. The Departments are managed by Heads of Departments. The Head and the personnel of the Staff are appointed and dismissed by the Order of the Speaker of the Legislative Chamber.

Distribution of regular information for the public on the activities of the lower chamber falls under the responsibility of Press Secretary. He also organizes regular and extraordinary press-conferences, briefings for mass media representatives and provides assistance for TV and Radio programs, assists in publishing other printed materials, covering the activities of the Chamber. He also coordinates relations of Committees with mass media, carries out accreditation of mass media representatives.

The main objective and function of the Coordination Group on organization of consideration of the draft laws and other normative-legal acts. The main task of the Coordination Group is organizing consideration of introduced draft laws and other normative-legal acts in the Legislative Chamber.

The main functions of the Coordination Group are: registration of incoming draft laws and other normative-legal acts, preparation and submission to the meeting of the Kengash of the Legislative Chamber of information about incoming draft laws and other normative-legal acts, transmission of incoming draft laws to factions of political parties (deputy groups), the responsible committee and relevant department of the Apparatus of the Legislative Chamber, maintenance of the draft laws and other normative-legal acts submitted to the meetings of the Legislative Chamber and its Kengash, at all stages of their preparation, review and adoption in the Legislative Chamber, systematical informing the members of the Kengash of the Legislative Chamber on the state of the draft law, the process of passing draft laws that are under consideration in the Legislative Chamber, on any cases of non-compliance with the Regulation of the Legislative Chamber, compilation and preparation of information and analytical materials on the basis of information about the views and proposals raised during the consideration of draft laws and projects of other normative-legal acts under consideration of the meetings of the Legislative Chamber, in factions of political parties (deputy groups), committees, including the information contained in the copies of protocols of their meetings, submission for consideration to the Kengash of the Legislative Chamber of proposals on improving the procedure of preparation and review of draft laws and other normative-legal acts under consideration of the meetings of the Legislative Chamber.
